【纬度新闻网】8月16日，中国国家开发银行发布消息称，拟于近期发行境外美元债，助力增加境内美元流动性。债券所募资金将主要用于支持上海自贸区建设及业务发展，服务自贸区进一步对接国际高标准经贸规则，加快融入全球化和国际金融市场。
据悉，自2017年运行上海自贸区相关金融业务以来，国家开发银行积极服务自贸区贸易创新发展，主动对接自贸区内企业多币种融资需求，贷款支持自贸区基础设施建设、国际金融合作、中资企业“走出去”等领域项目建设，为上海自贸区发挥业务先行先试优势，深化金融改革和对外开放贡献开发性金融力量。同时，国家开发银行积极利用境内境外两个市场筹集资金，2018年以来已累计筹资超12亿等值美元服务自贸区业务发展，助推上海自贸区建设交出亮眼“成绩单”。
此次国家开发银行拟发行境外美元债的背景是，7月20日，中国人民银行、国家外汇局决定将企业和金融机构的跨境融资宏观审慎调节参数从1.25上调至1.5。这也是该参数首次上调至1.5。
